STEP-UP to Host Community Energy Fair Saturday

The event, which marks the program's one-year anniversary, runs from
1-4 p.m. at University Park Elementary.

If you're curious about ways to reduce your energy consumption and
home utility bills, drop by University Park Elementary this Saturday,
Jan. 28 for STEP-UP's family-friendly Community Energy Fair.

The event, which runs from 1-4 p.m., marks the the one-year
anniversary of STEP-UP (Small Town Energy Program for University
Park).

Backed by a federal stimulus grant, STEP-UP helps residents conduct
efficiency "audits" and retrofit their houses with energy-saving
improvements. The program aims to reduce energy consumption by 20
percent in at least 20 percent of the town's homes.

Saturday's event will feature:

Contractors and other experts who can discuss a wide range of
energy-related topics, including high-efficiency heating and cooling
systems, renewable energy systems, energy-efficient lighting and
windows, home energy audits, and other improvements.
Hands-on demonstrations of easy fixes you can make to your home.
Supervised activities for children, including age-appropriate
activities and puppet shows.
Five prizes of $500 each to be used towards energy-efficient home
improvements (open to all attendees).
Information about plans to expand STEP-UP into neighboring communities.

[RP TownTalk] Missing German Shepherd

Friday evening a German Shepherd has been running loose in the neighborhood. I heard that the Riverdale Police were looking for him. He was seen at around 10 p.m. running down Ravenswood at Taylor Road and heading toward 51st and the park. He has been sighted a couple of times since 5 p.m. in this same neighborhood. When you try to approach him he runs away. He is a fast runner.

If you are missing your dog, you might try coming over here and looking for him. I did report this to Riverdale Park dispatch.

[RP TownTalk] Special Legislative Meeting Correction

I wanted to point out a correction to the Town Government Calendar. The Special Legislative meeting that was scheduled for Tuesday Jan 31^st was done in error. There will be a Special Legislative meeting on Monday, Jan 30^th (I assume prior to the scheduled Work Session) for the purpose of waiving a conflict of interest with College Park thus allowing us to continue to retain our town attorney, Fred Sussman. College Park has already waived their rights to the potential conflict of interest.

The background for this is that CP declined to support the consensus conditions on the Cafritz project. Both their attorney and our attorney work at the same firm thus predicating a potential COI. We explored additional options of securing legal representation but those available were not as qualified as Mr. Sussman by a long shot and their bill rates were over double what we are charged. The Maryland Bar has very strict ethical requirements for any attorney that will supersede any potential COI. We are still formally required to go on record to state that we waive any potential conflict of interest to protect the legal interests of all those involved.

Public comment is of course wanted and requested at the meeting. Hope to see everyone there and a special thanks should go to Joe and Kate Kelly for apprising me of this clerical error.

This story hits home at Company 7 in more ways than one, especially since Chief Ryan was severely injured in an arson fire in DC last year. When you know someone who's been injured or killed as a result of arson, it really hits home. Having gone through that and having to face the fact that a former member was involved in arson is a lot for anyone to carry; however, I know the members of Company 7 are tough and they'll meet this challenge as they've met others, with professionalism, courage, and strength.

Earlier today, a former volunteer with the department was arrested on charges of First Degree Arson stemming from the ongoing investigation into a number of arson fires in the area. He was arrested by out-of-state law enforcement agencies and awaits extradition back to Prince George's County to stand trial for his alleged actions.

The Riverdale Fire Department has continued to cooperate with the PGF/EMSD and other law enforcement agencies during the course of this investigation. The Prince George's County Fire Investigators were assisted by Special Agents for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the County Police Department in the investigation that led to the arrest. If convicted, this individual may face up to 30 years of potential prison time, fines up to $50,000 or both.

This arrest should in no way reflect on the dedication that the majority of volunteer firefighters and EMS personnel put forth each and every day protecting life and property. The Riverdale Fire Department and the many other volunteer organizations continue to provide a professional and competent volunteer force answering the majority of fire and EMS calls during nights, weekends and holidays. We continue to reinforce our commitment to the Town of Riverdale Park and the surrounding communities. The department stands steadfast against any such activity.

While these are the alleged actions of an individual, we as a department sincerely apologize to the community and ask that you not prejudge all volunteers on the basis of these allegations. As in any profession, there are those that do not act responsibly, and they will be called to answer. We appreciate the support we have received during the entire course of the investigation from our fellow volunteers and community, and we stand true to our motto: Always Ready to Serve.

Hope your winter is going well. This is a quick reminder that we are soliciting Letters of Interest on our website (www.marylandmilestones.org) for heritage tourism related projects. This can be education, history, arts, nature, and general tourism related. Look under "Partner Toolkit > Letters of Interest." We would prefer that LOI's be returned before the 27th (it will only take a few minutes on our website). We are unsure of our state allocation this year and need to present ideas - even if you dont write a full grant application - to the state. Plus this allows us to have a better understanding of those grants which might have the best chance of moving forward.

Examples of grants have included murals, signage, construction, arts, and natural landscapes. Feel free to drop me an email at aaron@marylandmilestones.org for more questions.

My understanding is that Riverdale Park uses the County standards for
road construction with the exception of width, turns, etc. What that
should mean is that Town roads are constructed to handle the same load
as any County road just smaller to fit our older neighborhoods.

[RP TownTalk] Sad news- the passing of a longtime Riverdale Resident

Dear Friends

For those of you who may not have heard, our dear neighbor Eugene "Jim" Reed passed away last Thursday. He was a longtime (possibly life-long) Riverdale resident, who over the years was involved in many aspects of Riverdale Park. He loved this town. I met him relatively recently (6 years ago) when I moved in next door to him and his wife Inez. We had great talks over the garden fence and I admired his green thumb and the many colorful birds he faithfully fed. He was one of the most generous hearted people I have ever met. At 80 he was a regular volunteer with the 'old folks' over at Crescent City where often brought plants for residents and nurses alike. I often came home to find he had cut my grass or shoveled my walk while I was out. (Put me to shame!). I just wanted to make sure that others who knew and cared about him were aware of his passing. The funeral notice is below:

Of Riverdale Park, MD on January 19, 2012. Beloved husband of Inez Reed; devoted father of Donna Rohrbaugh and Raymond Reed. Also survived by two grandchildren, two great-grandchildren and three sisters. Visitation at CHAMBERS FUNERAL HOME, 5801 Cleveland Ave., Riverdale, MD on Wednesday, January 25 at 10 a.m. where services will be held at 11 a.m. Interment Ft. Lincoln Cemetery.

In lieu of flowers, donations to Hospice of Chesapeake are welcome.

[RP TownTalk] Question on road standards

Does anyone know, and can tell me, what the riverdale park road construction requirements and standards were for this last major go round?
Bob has asked if there were specific requirements. He said there is an ESAL rating, equivalent single axle load I think he said, that shapes the
requirements for base construction, depth and aggregate mix.
Our roads do seem to be wearing and rutting beyond what the weather would bring since completion.

You have until tomorrow (Jan 20^th) to email your thoughts and make your voice heard. I would ask all residents to take 5 minutes to draft a short note so that your thoughts are in the public record. The ultimate re-zoning decision will be made by the County Council (sitting as the District Council) based only on what is part of the public record. Your emails count and have enormous weight.

For those of you that do not know, beyond the normal work session and legislative meetings a super committee formed with representatives of Riverdale Park, University Park, and College Park met for a series of 12 meetings with the developer. At the conclusion of those meetings all three towns were able to come to a series of Consensus Conditions that although College Park voted ultimately not to support, Riverdale Park and University Park was joined by Hyattsville in supporting the application. To highlight the result of the negotiations the following came out of the negotiations:

-Traffic is mitigated through legally enforceable new trip caps of 548 AM and 902 PM. This equates to a maximum of 10,150.
-Traffic is further mitigated through the creation of a shuttle running to Prince George's Plaza and College Park Metro Stations
-Public safety vehicles will have access to the site through a Rhode Island Connection

-At full build out 80% of parking will be in structured parking decks rather than in parking lots
-Traffic is further mitigated by a mandatory bridge that is required to be built over the CSX tracks

                -The site cannot be touched (no trees cut down, no soil moved) until the development team obtains letters of approval with CSX and UMD and the funding is in place
                -No use or occupancy permits (i.e. no one can move into a residence or a business open up) are granted for up to 100,000 sq. ft of retail and 120 townhomes until the bridge is at least 50% constructed

                -The developer will contribute 50% up to $5mil towards the construction of the bridge (developer estimates 7.5-8.6; PG County DPWT estimates 9-10.6mil) with the rest to be financed through Tax Increment Financing (a TIF uses future tax revenue generated within the borders of the development to pay for current capital improvements – i.e. the current Riverdale Park tax base WILL NOT be used to finance this project, ONLY tax revenue directly attributable to the new commercial and residential development within the borders of this project)

-A Trolley Trail connection will connect the portion owned by MNCPPC to the south, connecting to the College Park Trolley Trail to the north
-10% canopy coverage requirement will be met by preserving mature woodland specimen trees

-LEED certification for the development

The Riverdale Park Town Council voted 5-0 to support the application. Please take a moment to write a note to Susan Lareuse (the staff planner) and Betty Hewlett (chair of the PG Planning Board) to ensure that your voice is heard. While I did vote yes and do personally support the application, I encourage those of you that disagree with the Council's position to also write an email. It is important in every democracy to give equal weight to both sides of the discussion and let the facts decide the outcome. I believe the facts support our vote, but do recognize that there are those of you that disagree with me on that opinion. I would be happy to discuss the reasons why ultimately we concluded this project was supportable.

At the conclusion of those meetings all three towns were able to come to a series of Consensus Conditions that although College Park voted ultimately not to support, Riverdale Park and University Park was joined by Hyattsville in supporting the application. To highlight the result of the negotiations the following came out of the negotiations:

-Traffic is mitigated through legally enforceable new trip caps of 548 AM and 902 PM. This equates to a maximum of 10,150.
-Traffic is further mitigated through the creation of a shuttle running to Prince George's Plaza and College Park Metro Stations
-Public safety vehicles will have access to the site through a Rhode Island Connection

-At full build out 80% of parking will be in structured parking decks rather than in parking lots
-Traffic is further mitigated by a mandatory bridge that is required to be built over the CSX tracks

                -The site cannot be touched (no trees cut down, no soil moved) until the development team obtains letters of approval with CSX and UMD and the funding is in place
                -No use or occupancy permits (i.e. no one can move into a residence or a business open up) are granted for up to 100,000 sq. ft of retail and 120 townhomes until the bridge is at least 50% constructed

                -The developer will contribute 50% up to $5mil towards the construction of the bridge (developer estimates 7.5-8.6; PG County DPWT estimates 9-10.6mil) with the rest to be financed through Tax Increment Financing (a TIF uses future tax revenue generated within the borders of the development to pay for current capital improvements – i.e. the current Riverdale Park tax base WILL NOT be used to finance this project, ONLY tax revenue directly attributable to the new commercial and residential development within the borders of this project)

-A Trolley Trail connection will connect the portion owned by MNCPPC to the south, connecting to the College Park Trolley Trail to the north
-10% canopy coverage requirement will be met by preserving mature woodland specimen trees

-LEED certification for the development

The Riverdale Park Town Council voted 5-0 to support the application. Please take a moment to write a note to Susan Lareuse (the staff planner) and Betty Hewlett (chair of the PG Planning Board) to ensure that your voice is heard. While I did vote yes and do personally support the application, I encourage those of you that disagree with the Council's position to also write an email. It is important in every democracy to give equal weight to both sides of the discussion and let the facts decide the outcome. I believe the facts support our vote, but do recognize that there are those of you that disagree with me on that opinion. I would be happy to discuss the reasons why ultimately we concluded this project was supportable.

The Fairland Sports complex in Laurel used to have an open gym day for toddlers. It was very nicely run. I didn't see it on their website, but if you call Fairland, they should be able to give you the details.

I'm looking for a kids gym (like My Gym, Kidville or Little Gym) in the Hyattsville/Riverdale/College Park area for my 20 month old son. Takoma Park or lower Silver Spring could also work. There are more than half a dozen of these places scattered throughout Montgomery County but I can't find a single one in lower PG County or the nearby communities. I'm mainly looking for indoor, physical, exploratory play opportunities so any recommendations would be great. Thanks!

Very sorry to hear that; it was mentioned that posters should be put out for people to see re. the cats; I'd also suggest putting flyers in local veterinary offices; I know that Lynns' Animal Hospital has a bulletin board. Hope the little ones will be found safe and sound and soon.

Our two house kitties are both missing after workmen left the door open today. Kalu is a domestic short hair, all black, and usually very friendly but he's probably pretty scared by now. His sister, Smudge, is very shy - she is also black but has longish hair and a kink in the tip of her tail. If you see either of them, please email or call 240 396 6831. Thank you!

[RP TownTalk] Trolley Line Hiker-Biker Trail underway!

Dannielle Glaros brought it to my attention that EYA (or whoever now owns the Arts District Development Project) has gone ahead and built their portion of the bike trail). I took a look today, and here (attached) is a photo of its start. This is taken behind Busboys & Poets/Yes Organic Market right next to the tracks. Behind me is the yet-to-be developed portion of the trail south to Franklin's and Ch. Armentrout Rd/Northwest Branch Bike Trai. The newly-paved portion runs up to just shy of Madison St. MNCPPC will be building the segments south and north of this EYA section beginning in April, according to Dannielle. I guess it will run up to the Cafritz property line, so we'll face an undeveloped last segment of the trail until such time that Cafritz goes ahead and builds that.

I also noticed that they've built 45th Ave out to Madison, so we can now drive, ride, or walk to the new shops without treading on the dreaded Route 1!! Yeah!!!

there's an adage that indoor cats stay close to home... seems to be true! all is well!! we are happy and I assume they are too :)
(and we will learn our lesson, to close them in a room when workmen are in the house!)

I have definitely found that posting "Lost Cat" posters in your neighborhood, with pictures, is one of the best ways to find a lost cat. People really do notice those posters.

Three thoughts depending on what you want:

We've used Doug Honkala for years - he's taken wonderful care of our house for us. Plus he lives in Riverdale Park! Doug does lots of different kind of handyman work, all very meticulous. He's in high demand, so getting on his schedule can sometimes be a challenge, but he's worth it.

We've also used Joe Fugiere (in Hyattsville) for some projects - he rebuilt our stairs. Joe loves anything having to do with wood - so he does tree trimming, wood floor refinishing, carpentry, plus a whole lot more.

The property was never properly cleared and has evidence of environmental contamination Photo shows oil on the ground form from fuel oil spill almost 60 years old.

The building material used for the Calvert Homes project made with typical 1942 construction product logical would contain Asbestos and lead paint product that still remain on the ground.

Well one thing that is clearly written in the draft covenants is that UMd has to sign on to this, otherwise it's a no go. Whether they will or won't, I have no idea, but they certainly have the veto power as the agreement states.

I am very disappointed at the placement (seen in Exhibits 1-9-12) of the two arrows indicating "Potential CSX crossing locations" - one would drop down immediately in front of the historic NOAA building, the other would seem to plow through the middle of it - presumably this would take the between-building route suggested I believe by Councilman Thompson. I still believe it would make the most sense to take the northern route, piggybacking in part if not entirely on WMATA land that is already in use for transportation - and would lead to the CP Metro station, maximizing that linkage. I hope at least that this option is not dismissed summarily without pursuing it further.

I have spent a lot of time walking with my dog in the proposed areas indicated and frankly, from a civil engineering standpoint, ( I spent many years as an engineering drafter so I do know what I am talking about) there is not enough room for a road behind the Historic ERCO building, for much more that a one lane access road.

Not enough room to handle the 2000+ residents and patrons to the shopping center, and not enough room to handle a regular stream of semi trucks needed to stock the stores.

These and many, many more questions and topics have been discussed to the bone over the past six months during the many Town Council hearings. Those folks who attended the many sessions know the answers to your questions and can fill you off line. Those with that knowledge do no share your sense of outrage.

If you have not been in Park Tanglewood, you should call Councilman Raymond Rivas for tour. He and his company take great care of the building. There is no trash and debris there, and the people living there are polite and hardworking. I was there just yesterday and impressed with how well things are run there.

Melissa, it appears that you may have some spare time. Please consider doing some volunteer work in our town, perhaps helping Ray Rivas with the Recreation Committee and/or Emily Fanning with her wildly popular but under-aided Doll Club that meets at least once, sometimes more, each week at Park Tanglewood. You will be rewarded by the genuine warmth and good cheer of good children would respond wonderfully to the positive attention from an adult. It is a great opportunity to help a youngster feel welcome in this world and in this town. Raymond and Emily do it everyday and there is only so much of them to go around.

Thanks for the clarification; this is helpful - and hopeful. Nonetheless, as a firm adherent of the Devil's-in-the-details School of Policy Analysis, it would be helpful to know some of those important details.

TIFs happen to fall in that small niche of 'stuff I do'. But I'm unfamiliar with TIFs in Maryland. In some states TIFs are quite onerous, and place an unfair and unaccountable burden on schools - the good news is, assuming what the information I found today is still current, is that school revenues are not abatable, so they are not threatened by the TIF. But that still leaves several questions.

The first question is, is the TIF taken from town property taxes, or county property taxes? Or both?

The next questions is what would be the foregone uses of those revenues if they are earmarked for the bridge. In other words, if the county and/or town revenues were not diverted to pay for the bridge, what would they be used for? What do we lose by giving that up? It's good to know that you anticipate new revenues coming in that would exceed the amount of the TIF. But it's also clear that the demand for services - police, fire, schools, snow and leaf removal, street cleaning, trash and recycling, infrastructure (if/when they are turned over to the town) - and the degree is not trivial. We're talking about an increase in residential population in the town of something between 10 - 15%. And an increase in commercial businesses of a very substantial amount.

It would be very helpful to hear - tonight, if feasible - what the projections are for total new revenues vis-a-vis total cost of anticipated new level of services, and how that compares to the diversion of some of those revenues for the bridge construction subsidy.

Melissa, I guess my question is "Where have you been lately?"

Just off the top of my head I remember most of the topics you raise
(again) have been discussed here before, -- but perhaps not to your
satisfaction.

Many if the issues you raise are also addressed in the Cafritz project
documents that are online on the town website.

Last night another citizen, who attended the Council Meeting, ask about
alleged contamination on the property. Both the Mayor and Cafritz
representative(s) addressed the citizen's concerns about how it would be
handled and who (the developer) would pay for any mitigation.

{I say alleged contamination because no evidence was presented -- that
is not to say contamination is not present NOR to say if present, this
is not an important issue.}

[RP TownTalk] Ground contamination

Asked that question last evening and was told that no one has considered this and there has been no testing to date. Also have concerns still about the approval of this "bridge" by CSX and Maryland University, as well as the 25 year tax exemption.

Think that this needs to be put on hold and a lot more research done before the town gives their go ahead.

This whole thing sounds more and more like something that demands a referendum.

I and I am sure many others, still would like clarification on the location and size of the proposed bridge.

Also, how is the town infrastructure planning to deal with 2000 + new residents and x factor amount of visitors to the new shopping center?

where would the children go to school?

how are the police department and fire department going to be increased and how will that be funded?

How is this project not going to be a modern version of Park Tanglewood?

Why is the new project being touted as the "New Town Center"? and why does this Cafritz mass mailing call for a "Mainstreet funding" a bstate wide grant program aimed to revitalize existing main streets in older communities?

Why can't the town concentrate on fixing what already exists as our town center?

And last but not least, why hasen't anyone investagated the ground and water contamination issue existing on the Cafritz Property.

Jim Coleman's AOL account has been compromised. Jim was not on

First off, never EVER click a link in a message with no subject, and
no real introductory text. That's a recipe for getting your own
machine infected. If you clicked the link in Jim's message, your
machine may now be hijacked. PLEASE run antivirus software and (once
that's complete and you are CERTAIN that your machine is complete
clean - no keylogging software or malicious software of any sort) THEN
change all your passwords on your e-mail accounts.

Second, most listserves have little to no moderation. I know that
TownTalk has some moderation (e.g., messages from people who are not

Our fabulous moderator (Dwight Holmes) has to read each of these

Thanks for the added details. This sounds like an acceptable plan, especially the 18 month time table for a bridge. Cafritz' 50% or $5m is better than I would have guessed and you and the council should be commended for that. Feds&MD need to pony up, too.
